3343683 - One Time Payments are removed in Employee Profile for Rehire On Old Employment - Onboarding

One Time Payments from candidate's previous Employment record are getting erased/overwritten in Employee Profile when Rehiring a them on old Employment in Onboarding.

• Currently this is an expected behavior for RCM-EC-ROOE flow in Onboarding. Terminated candidate's PCNR is deleted and only new PCNR is added.
• Candidate hired via RCM-MPH as ROOE flow, 1 PCNR is provided (Terminated candidate's PCNR is not displayed), upon MPH page submission candidate's Employee Profile has only one PCNR. Older PCNR are deleted.
• Candidate coming in from ATS behavior is same. Only newly added PCNR is saved and older records are deleted.
