3343737 - Synonyms in Variant Languages are not Exported to Solr and there's no errors

Symptom

When exporting synonyms to Solr from Backoffice, no new entries are being added to the synonyms managed resource on Solr when the target is a variant language (e.g es_CO), however Backoffice shows no errors.

Logs similar to the following can be seen:

o.a.s.r.s.a.ManagedSynonymGraphFilterFactory Loaded 0 synonym mappings for /schema/analysis/synonyms/es_co
