3344492 - Unable to extend storage location in t-code MMSC or MMSC_MASS

Symptom

When extending material master storage location in t-code MMSC, error M3308 "Material not fully maintained for this transaction/event" occurs. 

When extending material master storage location in t-code MMSC_MASS, no error occurs but material is not updated.
