3345177 - SAPGUI reported error maximum number of connection handles reached when Localhost is not resolved to 127.0.0.1 on the client PC

Symptom

SAPGUI reported "maximum number of connection handles reached" on specific client PC or Windows server. 
But it's working properly on other local PC (Windows 11). 
Issue still occurs after reinstalled SAPGUI.
