3345525 - USER ID's changed from concealed to encrypted format in GRACACTUSAGE table

Symptom

After following the resolution in KBA 1916172 and providing the S_TOOLS_EX authorization object to the RFC user, there are still inconsistencies in the entries of the GRACACTUSAGE table, with User IDs appearing in a encrypted/mixed format.
