In sales order document it is expected that manual taxes conditions take access accordingly to the region processed, determining them as domestic or export tax condition.
However it is seem that tax condition are always Domestic or always Export regardless of the partner/regions, etc being processed.
It is expected sales order selling to customer in the same country get determined as Domestic Tax while international get as Export Tax.
