3348079 - About the item "Include for billing" in the billing document request

Customer wants to know when the 'Include for billing' checkbox will be checked.

1. Go to the APP Manage Project Billing 
2. Select a billing element and click the Prepare Billing button

standard behavior

Our design:

if the billing date less than today or billing date equals to today, the 'Include for billing' check box equals to true and will be checked.
if the billing date greater than today, the check box equals to false and will be unchecked.

In current version CE2302, the today date is your browser date.

In CE2308, development team considering the User time zone date which was maintained in the Maintain business user app for today date.
