• You're using a 3-System Landscape and you only have the following 3 Business Role Templates available in your Development System:
  SAP_BR_ADMINISTRATOR; SAP_BR_BPC_EXPERT; SAP_BR_MANAGER.

SAP S/4HANA Cloud / 3-System Landscape

1. Go to Business Role Templates app
2. You can see only the Business Roles SAP_BR_ADMINISTRATOR; SAP_BR_BPC_EXPERT; SAP_BR_MANAGER.

The Tenant is still in status "Ready for Initial Deploy", which means that the steps for the Initial Admin User are not completed yet and therefore you don't have all the default Scope Items activated.

Please, complete the prerequisites described in the documentation SAP Help Portal | Development System - Steps for the Initial Admin User in your SAP S/4HANA Cloud in the tenant where you're having this issue. After you complete these prerequisites steps, the scope items will be activated and you'll be able to see more Business Role Templates in your system.
