3349373 - Suppliers couldn't submit external questionnaires with required Extended Address State/Province/Region fields if no region data was available for the selected country

In Extended Address questions, there is an available field customization to make the State/Province/Region field required.  This customization, which is made by SAP Ariba Support, makes the field required in all cases for external questionnaires edited on SAP Business Network, even when there is no region data available for the selected country/region.  On the other hand, in questionnaires edited in the buyer user interface, the field is only required if there is associated region data available, and is otherwise hidden.  The field customization was the only way to make the field required on SAP Business Network, and where it was implemented, suppliers were blocked from submitting questionnaires if there was no region data available for the selected country/region.
