You are trying to change 'IVA' to 'C0' in Create Purchase Order - Advanced app and the error 'Tax code C0 does not exist for the tax domicile code &&' in Brazilian Environment.

S/4HANA Cloud.

1. Create PO in Create Purchase Orders -Advanced app
2. Change IVA to C0
3. when saving, the error "Tax code C0 does not exist for the tax domicile code SP 3******" is triggered.

As Standard Behavior, Tax Code 'C0' is not available to in Brazilian environment. 

As a workaround, please use 'LI' in 'IVA' field.
