3351261 - In OOTB Solr suggestions does not work if one collection with multiple shards

Symptom

By default, out-of-the-box (OOTB), the suggestions do not work well when a collection has multiple shards.

For example, the Solr suggest query https://HOST/master_electronics_Product_default/suggest?indent=true&q.op=OR&q=Tos&suggest.dictionary=en&suggest.q=Tos works when the collection master_electronics_Product_default has a single shard, but does not work when the collection has multiple shards.
