3351801 - Why SYSTEM user is not deactivated after passing maximum_unused_productive_password_lifetime?

Symptom

If SYSTEM user is not used for certain days, you want to block the logon of SYSTEM user to avoid any miss usage of it (security perspective).
Password policy: maximum_unused_productive_password_lifetime=n for specific user group has been configured for SYSTEM user, however, SYSTEM user is not deactivated after n days.
For the other DB users, they get deactivated after passing maximum_unused_productive_password_lifetime defined time period.
