3351801 - Why is the SYSTEM user not deactivated after exceeding maximum_unused_productive_password_lifetime?

Symptom

You want to block the logon of the SYSTEM user if it has not been used for a certain number of days to prevent any potential misuse from a security perspective. 
Despite configuring the password policy maximum_unused_productive_password_lifetime=nfor the SYSTEM user, the SYSTEM user is not deactivated after n days.
While the other database users are deactivated after exceeding the defined time period formaximum_unused_productive_password_lifetime.
