3352088 - Content Server - Process Error 132 Search Engine unknown' error message when running the Enterprise Search Engine for partition

Symptom

In Content Server, using Content Server Search (and Indexing), when you run the Enterprise Search Engine for partition, a "The Process has returned" Process Error 132: The Search Engine process encountered an unknown error" message appears.

Additional errors in the search engine logs show "Exception:IO Exception on Admin port 8524:java.net.SocketException; Unrecognized Windows Sockets error; 0; JVM_Bind"
Error Message:
Exception:IO Exception on Admin port 8524:java.net.SocketException; Unrecognized Windows Sockets error; 0; JVM_Bind
