3352531 - SAP Web Dispatcher cannot connect with backend system

Symptom

Section "Monitor Application Servers" in SAP Web Dispatcher Administration page shows below error.

Error "Server is not responding to ping request: Authorization required"

Checkconfig (sapwebdisp.exe pf=<full path of SAP Web Dispatcher profile/<profile> -checkconfig) output shows below error

Checking ABAP servers with URL "/sap/public/icman/ping":
Checking ABAP server http://<backend hostname>:<backend ICM HTTP port>...ERROR: unexpected OK code: 403
ERROR: check node "/sap/public/icman/ping"in transaction sicf

When trying to access a backend system through a SAP Web Dispatcher, a "service not available" message is returned due to above error.
