Reproducing the Issue

  1. Go to Manage Home Page
  2. Under cards, select Organizational Updates
  3. Add Card
  4. Enter details until you reach Navigation
  5. Select URL
  6. Enable Rule-Based
  7. Ensure Generic Rule Selection is enabled
  8. Select rule
    A new field with the rule name appears


Take the following as an example:

We setup a card with a basic rule (if department = HR). So, in the URL field we add and in this new rule field we add the URL for SAP help

Results: If we log in as a user with a department of HR, it opens the URL to SAP Help. But if we login as any other user with a different department, it opens the Google URL.
