Symptom
Within Cloud Identity Service under tenant settings the User Identifier E-Mail can be set to not unique.
So it is allowed to use duplicate email addresses for users under "User Management" via this setting.
However when uploading users with duplicate email addresses using "Upload CSV file" (under "Import users"), the upload fails with below error:
"First 0 users are imported.
User import has been interrupted due to multiple users in the database with the same email address "...". The email address must be unique for every user."
