User can't see the team goal shared by others in manage team goal

SAP SuccessFactors Goal Management

1. User A goes to Manage Team Goals and create a team goal
2. User A shares team goal to user B
3. User B goes to Manage Team Goals, but can't the shared team goal

User B doesn't have permission to view user A's goal plan.

Please modify the permission role to make sure user A is in user B's target population.
