3353684 - Approval Card desciption is not changed after uploading custom labels in Manage Languages

Symptom

I have successfully added custom label of key "COMMON_CHANGE" in Manage Languages according to KBA 2576546 - Using the Manage Language Feature to Change Labels in SuccessFactors . It displays new label in workflow details page. However, when approver check the approval card in his/her homepage, it still shows old label.
