3353691 - Prevent incorrectly configured MDA pipe active monitors - SAP ASE

• There are several "pipe active" monitoring options in ASE.
  deadlock pipe active    
  errorlog pipe active    
  lock timeout pipe active
  nonpushdown pipe active 
  plan text pipe active   
  sql text pipe active    
  statement pipe active   
  
• If one or more of these "pipe active" monitoring options are enabled and the corresponding "max messages" configuration is set to DEFAULT or 0, ASE will still do processing of the monitor option even though there are no messages to query from the MDA tables.
• This adds unnecessary overhead to run-time processing.
