3353696 - After the import for work permit, the attachment is removed from the work permit portlet

When the user uploads Personal Documents Information template file, with the data to be updated for an existing work permit record, the attachment is removed from the current record.

1. Navigate to an employee's profile and check that user has work permit record with attachment.
2. Go to Import Employee Data and select entity Personal Documents Information.
3. Upload the template file, with the data to be updated for an existing work permit record. [Note: The attachment column is not added in the template file, and before the import, an attachment exists in the portlet for the user]
4. After successful import, check employees data.
5. The data was updated as per the import file, but the attachment has been removed from portlet. 

The issue is because the permitdoctype picklist had same label which was also configured for other countries as well. 

Engineering team confirmed and recommend to have unique labels in the picklist permitdoctype across countries(Parent Picklist) as well.
