3354334 - Future dated org unit cannot be found in Permission Group

Symptom

We create a new org unit, with start date on 08/01/2023 (future). The new org has been assigned to employee with event date 08/01/2023. Now, I want to create a new permission group to filter out the employees using this new org unit by using dg-filter extend by N days feature. However, it cannot be found.

Cause

This works by current design. When create permission group, system could only retrieve the orgs that are active "today".
