Is there an 'intermediate' license between Enterprise Plus and Hub license which would allow users to view and edit diagrams but not edit User settings or Dictionary items/categories?

Although there is not an 'intermediate' license, you can however assign users an Enterprise licenses and not assign them admin rights so they can't edit different users. You can also determine how much Dictionary rights they have via the Manage users & access rights settings: Set access rights for the dictionary
