Is there an 'intermediate' license between Enterprise Plus and Hub license which would allow users to view and edit diagrams but not edit User settings or Dictionary items/categories?

Although there is not an 'intermediate' license as your described, you can however assign users an Enterprise licenses and not assign them admin rights so they can't edit different users.
