The Feature permission offerLetter & offerLetterPortlet have been removed from the XML template for all operators but the offer letter portlet is still visible to all operators.

Resolution
When the feature permissions offerLetter & offerLetterPortlet are not assigned to an operator on the template then all operators on the requisition will have access to the offer letter portlet. In order to restrict to usage of the offer letter portlet at least one operator role will have to be configured in order for the feature permission to take effect.
Once the permissions are defined for one operator then operators that dont have permission will not be able to see the offer letter portlet.
