3355676 - "Manager can Register Others" option is not enabled on the item details, but managers still can "Assign to Others" feature

The user, who is a manager, can assign the item to their subordinates even though the item is not part of the subordinates associated libraries.

The item is set to not allow managers to assign others or for users self assign.

1. The admin assigns an item to a user where the item has no libraries associated
2. The admin uncheck the options:
   • User can Self-Register
   • Manager can Register Others
3. The user launches the item with the new course home
4. The user click on "Assign to Others" button 

Registration for a Class is different than assigning an Item.

• Whether a manager or user can register into a class is controlled by permission My Team> Access Registrations as well as the item settings.
• Whether a manager can assign an item is controlled by permission My Team> Access Learning Plans
• Whether a user can self-assign an item is controlled by permission Learning> Add to Learning Assignments.

Access Registrations, Access Learning Plans, Add to Learning Assignments, Manager can Register Other, Assign to Others , KBA , LOD-SF-LMS-USR , User Entity , LOD-SF-LMS-ITE , Items , Problem
