3355855 - Offline Mass Update of Purchase Contracts through Microsoft Excel is not working

Symptom

When trying to upload/download a purchasing contract via Excel, the following error appears in the Mass Changes to Purchase Contracts app:

“Unable to find configuration data for EXL_OPS_CTR. Please contact your business process configuration expert”.
