3355982 - Portal shows a blank page after upgrade or User Authentication failed in NWA

Symptom

After upgrade to SPS27 facing issue with logging into the portal /NWA application with any user even with Administrator and " SAP* "

In the Default Traces : 

Failed to include /logonPage.jsp  
[EXCEPTION]
com.sap.engine.services.servlets_jsp.lib.jspruntime.exceptions.JspServletException: Error occurred in jsp.
    at com.sap.engine.services.servlets_jsp.lib.jspruntime.PageContextImpl.handleErrorPage(PageContextImpl.java:970)

Caused by: java.lang.NoClassDefFoundError: com/sap/engine/interfaces/security/auth/UserUtil
