Hiring manager or HR Responsible is not able to change\edit the Event reason field during the Personal Data collection

This is a security fix done on Release 2305, HR responsible will not be able to change Event reason during Personal Data Collection Step

This is an expected behavior of the system since release 2305. 

As a workaround this can be modified\edit during New hire Data review.
