3356310 - Workitem gets stuck after upgrade to higher support pack or release

Symptom

  1. New error showing up on screen when user trying to submit the workflow, there is no clue on why this error is showing up as no change has been done at planner or object level.
  2. User needs to replan the activity which triggers new workflow that execute without any error, leads to additional efforts.
  3. User were able to process all workitems smoothly before service pack or release upgrade.
