3356337 - Error "Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini)" occurs in the Introscope Enterprise Manager 10.8 log

Symptom

The Introscope Enterprise Manager 10.8 fails to start up after the upgrade. The EM.log or EMService.log shows the following example errors:

java.lang.IllegalStateException: Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini).
