Please go to Onboarding 1.0 Mapped Data Review >> Recruiting to Onboarding 1.0 Data Review, search with Application Id. 

Then you will find RCM is sending value to EmployeeLogin, which is the login of onboarding users.

Please go to Onboarding 1.0 >> security >> users, search with that login, you will find there is a user with such login.

That is the cause.

So please update the value in RCM to make sure the login has not been used in ONB.
