3359772 - Encryption Configuration Control: Error "SystemDB does not have control to set the root key backup password of the tenant database"

Symptom

You are trying to set the backup password for encryption root keys on TENANT database by running the statement below on SYSTEMDB:

ALTER DATABASE <DATABASE_NAME> SET ENCRYPTION ROOT KEYS BACKUP PASSWORD <PASSWORD>

When doing this you run into the syntax error below:

SAP DBTech JDBC: [403]: internal error: SystemDB does not have control to set the root key backup password of the tenant databas
