3360447 - Cloud portal stuck in loading animation and not loading

• Cloud Portal Service in NEO is used
• When trying to open the site, it gets stuck in the loading animation
• The header of the launchpad shell can be seen
  
• Network trace shows request /cloud/flp/3.181.0/runtime/sap/ushell/adapters/fiori/MenuAdapter.js resulting in 404
• Browser console traces show the errors below:
