3361151 - External User Welcome Message notification is not triggered if the process is restarted before the New Hire data review step completed

Onboarding process is restarted before the New Hire data review step completed.

The NHDR completed in the new onboarding but External User Welcome Message notification is not triggered.

SAP SuccessFactors Onboarding

The issue has been fixed to default process variant automatically.

But if custom process variant is used, need to take one time action to let the fix deploy to custom process variant.

1. Go to Manage process variant, select customer process variant，
2. click "Save and Validate"
3. click "Activate" 
4. Restart onboarding process，complete NHDR and the welcome notification should be triggered.
