3361977 - User Provisioning with target as SAC does not create userid as expected(SAC API version 1)

Symptom

Using IPS to provision users in SAC using SAC API version 1 and you see the userid field to be different from what you expect. Issue can happen with IPS acting as proxy to SAC or SAC as target system.
