3363390 - "Server Busy" error when opening web transactions

Symptom

When running transactions such as NWBC, SOAMANAGER, SOLMAN_SETUP or SOLMAN_EWA_ADMIN using Edge Browser control, SAP GUI starts loading but no WebView2 screen appear. After some time or when clicking on the SAP GUI screen, the "Server Busy" error pop-up appears.
