3363419 - No configuration entries were found matching the filter specified in resource "di-core-genbuilder-buildpack"

Symptom

During WEB IDE activation, you are unable to deploy spaces. It remains in "Not Enabled" status and receiving the below error once trying to enable the space.

No deployed MTA detected - this is initial deployment
Detected new MTA version: "4.5.23"
Error resolving merged descriptor properties and parameters: No configuration entries were found matching the filter specified in resource "di-core-genbuilder-buildpack"
Unexpected error: No configuration entries were found matching the filter specified in resource "di-core-genbuilder-buildpack"
Exception occured during execution: "No configuration entries were found matching the filter specified in resource "di-core-genbuilder-buildpack""
