3364416 - Is it needed to grant SELECT privilege to its own schema?

Symptom

When a new DB user (e.g CHARLES_TEST) is created, in "Object Privileges", by default, only "CREATE ANY" is granted to its own schema (e.g CHARLES_TEST).

The panel in red rectangle is gray out, which cannot be modified.
You are interested to know if it is possible to grant other privileges, e.g SELECT, DELETE, etc. to its own schema.
