SAP SuccessFactors HCM Suite

1. Enter termination for User "A" ‎(Login Name "1234") ‎a future dated term effective few days for front.
2. Create new User "B" (Login Name "4321") and link to User "A" (Rehire with new employment), enter a future hire date for User B. 
3. Go to Manage Login Accounts.
4. Look up User A .
   
   Notice the Login Name of User A has already changed from "1234" to "4321" of future hire login name.

when rehiring with a new employment, the login name will be updated to new employment, regardless of future hire or future termination.

Rehire process does not cover or predict scenarios where user is still active (the previous account), syncing with IAS the new account but keeping it inactive until reach the date set in future.

Future Hire Date (effective date) available in  few objects and sync is based in creation date.

For cases where you need to create another account to an user who already have an active account, You can use Manage Login Accounts tool to manually switch Login Name ID to active one.
