3365934 - Import of transport request deletes role assignments in the target system.

Symptom

The transport of a transport request was carried out and the "user assignment" check was marked in the source environment.
The next user master record update (by e.g., PFCG_TIME_DEPENDENCY) causes deletion of roles assigned to the users in the target system.
