3366020 - Error BS051 "Create delivery not allowed (Sys. status Cost, object VB0000***)" occurs when creating the outbound delivery

When creating a delivery with reference to the sales order in VA02 or VL01N, error BS051 occurs: "Create delivery" not allowed (Sys. status Cost, object VB0000***).
