3366627 - No sites are displayed for the "Receiving Site" F4 value help in the "Transfer Products" app

Symptom

User is trying to create a transfer in the "Transfer Products" app, but no sites are being displayed in the "Receiving Site" F4 value help.

When entering a value manually, the error message "Provide a valid receiving site." is generated.

The browser console shows the error "You are not authorized to create a transfer for receiving site..." Error Code RTST_TP/008.
