1. Login to SAC.
2. Go to the public folder.
3. Open the story which you want to schedule the publication.
4. Notice that the schedule will fail to run with an error : 'Schedule publication completed with status failure because scheduler rights are revoked'.

Missing necessary permissions for the public files.

Provide 'Create' permission on the Public files in Security -> Roles .
