There is no option to disable 'Add tags' via company settings. 

SAP Cloud for Customer

1. Login to the tenant.
2. Check that under settings > Company. 
3. There are no options to personalize "Add tags" flag.
4. Only the ones below:

Disable Flags: Prevents users from marking objects as flags for quick access.

Disable Favorites: Prevents users from marking objects as favorites for quick access. 

Currently there is no company setting available to disable tags. 

Customer can access Influence portal and suggest an improvement.
