3368434 - SAP system does not start

Symptom

System fails to start and dev_disp in work folder under the path “/usr/sap/<SID>/Instance<Nr>/work"  shows below error:

*** DP_FATAL_ERROR => Internet Communication manager could not be started - I better exit now

However no ICM trace (dev_icm) trace file is created in work folder.
