Symptom

Some/most Fiori titles or pages can't be opened when using SAP Web dispatcher URL, but there is no issue when accessing backend system URL directly (bypass SAP Web dispatcher).

In the HTTP Watch trace or F12 developer trace, there is "403 Forbidden" error for URL:
https://<Web dispatcher hostname>:<Web dispatcher port>/sap/bc/ui2/start_up
