System Monitoring tile could not be accessed correctly via SM_WORKCENTER. Enabled Developer Tools, the following error displayed:

Uncaught (in promise) Error: failed to load 'sap/smlib/common/control/RefreshTimer.js' from /sap/bc/ui5_ui5/sap/solmanui5lib/sap/smlib/common/control/RefreshTimer.js: 403 - Forbidden
