3370386 - FKKBIX_BILLREQ: release amount is higher than total amount in a credit/debit memo request

Symptom

While creating a billing request (credit/debit memo request) in Convergent Invoicing (CI) via FKKBIX_BILLREQ the total amount of the invoice is lower than the sum of all released amounts. The total amount of all existing billing requests is not checked.
