3370476 - Errors occurs in Manage Project Billing after 2308 upgrade

After the CE2308 upgrade the users encounters some of the following errors/issues whilst using the Manage Project Billing App:

• "You don't have authorization to update Project Billing Request".
• "Creation of the billing document request failed. You have no authorizations to submit entries. Contact your administrator".
• System does not respond to clicking "Prepare Billing" button.

SAP S/4HANA Cloud 2308

To perform actions in the Manage Project Billing app like view billing elements, prepare billing, edit a temporary project billing request, or submit it, the user must have the authorization for the Billing Element’s Profit Center, Project’s Profit Center, Cost Center and Controlling Area.

When performing 'Maintain Restrictions' for a role of the Billing Specialist-Projects user (SAP_BR_PROJ_BILLG_SPCLST), if Write & Read restrictions are being maintained: 

• Profit Center, Cost Center, and Controlling Area needs to be restricted under the Authorization object, S4PPM_PR1- Enterprise Project.
• If there is no restriction maintained for these fields, the restriction needs to be maintained as Unrestricted Access.
