3371145 - Sites are not accessible post refresh

After the instance refresh, sites become inaccessible due to the reception of an application error.

• Error message= Request processing failed; nested exception is java.lang.NullPointerException: Cannot invoke "com.plateausystems.elms.framework.coverpage.api.CoverPageDataVOX.getLayout()" because "coverPageDataVOX" is null

1. Access the site using the URL
2. Application error occurs

When LPA manual refresh is done, the data from certain tables like pa_cover_page_custom_tile and pa_home_custom_tile is inadvertently deleted, resulting in null pointer exceptions being thrown by external sites.

• This issue will be corrected in the 2H 2023 (b2311) Release

After a manual refresh occurs, the custom tiles associated to the site will need to be recreated as the default external login page will only be displayed.
