Resolution
Prerequisite:
- Form is in progress. (Document transfer won't apply to completed step)
- Check Tool NO DTCE block issue

Scenario 1: transfer form to new Manager/Matrix Manager
Below configuration is applying to all steps excluding completed step.

Scenario 2: Do not transfer form to new Manager/Matrix Manager (NO Freeze label)
Below configuration is working when form is at Manager/Matrix Manager steps.

Note: Form Template Setting is only working for current step, so current step owner is old Manager/Matrix Manager.
But at future Manager/Matrix Manager step, will change to new Manager/Matrix Manager.
Scenario 3: Do not transfer form to new Manager/Matrix Manager (with Freeze label)
Below configuration is applying to all steps excluding completed step.

Steps:
- Complete System Tool settings
- Do Manager/Matrix Manager change
- Confirm related job status in Scheduled Job Manager>Job type=Trigger Document Transfer and Change Engine
- Turn off change engine.
Note: As change engine (Keep with old manager) will add freeze label to subject users' all in-progress forms, please keep it OFF after job completed.

Q&A
- Is this solution also applying to HR manager change?
>No, HR manager change document transfer's logic is different.
Please refer to 2342203 - Performance Forms Not Transferring to HR Rep - User has form A with freeze label and new launched form B no freeze label.
If I change Manager/Matrix Manager again for this user, settings following Scenario 1, what will happen?
>Form A will still keep with old Manager/Matrix Manager, form B will transfer to new Manager/Matrix Manager.
Freeze label will keep form with original manager and can't be removed by turning off change engine. - How can I remove freeze label?
>There are two ways. Both ways can only remove one form's freeze label.
a) Instance>modify form route map>select form> do nothing change> Save
b) Provisioning > Modify Doc Route Map xml > remove below content> Save
